The Old Guard were a group of Jedi considered likely to be appointed to the Jedi High Council. The members of this unofficial group often times became a member of at least one of the four Councils, but being a member of the Guard did not guarantee anything.
Qui-Gon Jinn was one of the supporters of the Living Force ideology which contrasted the ideas of many of the members of the Old Guard. Despite this, many thought that Qui-Gon would be eligible for membership on the Council, but because of his often unorthodox methods, he was passed over in favor of Plo Koon and Ki-Adi-Mundi.
