Lieutenant P. Nelis was an enforcement officer on the planet Celen.

In 19 BBY, he assisted Squad 40 from the 501st Legion in an operation to capture Jilam Kester. Despite observing Kester's hideout for a few days, Nellis and his colleagues were not able to account for Jedi Master Iri Camas's presence. Camas sacrificed himself to distract Squad 40, thereby allowing Kester to escape.
