Peterson's Guide to Droids of the Republic was a comprehensive catalogue of the different types of droids in known space, available in searchable format over the HoloNet in the last days of the Old Republic. The entry on the Tac-Spec Footman droid was in Vol. VII: The Great Corporate Expansion Era.
The author was presumably Peterson.
