Republic Law 44-12 was a law passed by the Galactic Republic and was in effect by the time of the Cold War. The law stated that Rylothean slave collars and the computer chips used to manufacture them were illegal in Republic space.[1]
Senator Dolibur Barc violated this law in 3,641 BBY by importing these collars to Coruscant. The collars were stolen by members of the Migrant Merchants' Guild. The theft was investigated by Coruscant Security Force Captain Denal-Zon.[1]
