Ruto Graven was the Assistant Minister of Internal Affairs for Queen Amidala.

He was arrested by the Trade Federation troops in the Invasion of Naboo. Eventually, he escaped together with a group of captured agents of the Naboo Underground. He was confident that the situation would be solved diplomatically by the Queen who had escaped to Coruscant.
