The Senate Mining Bureau was a body active five centuries before the Battle of Yavin.
At that point, agents of the exploratory branch of Outer Rim Oreworks were supposed to register a claim with the Senate Mining Bureau when they found a planet they wanted ORO to own. Hugo Bartyn was so experienced that he registered claims with the Bureau before even reporting to ORO.
