Shil Kaval was a Human male and a citizen of Athar on the planet of JanFathal. In 21 BBY he and his girlfriend Merish Hath met with an undercover Republic agent Hallena Devis and later participated, along with the local rebels, in an uprising against the Republic-aligned Regent of the planet. When Devis's position as a spy was revealed, Kaval, along with Varti and Hath took her hostage. When the Republic strike team arrived to rescue Devis, he was shot down by a blaster fire. Although he was still alive, the Republic forces quickly abandoned the place along with the hostage.
