The Sith Emperor's power base was a group of individuals and organizations that existed to serve the will of the Emperor of the reconstituted Sith Empire in whatever fashion he desired. The twelve Servants of the Emperor's Hand accomplished their master's will in secret across the galaxy, while the Imperial Guard protected their leader from harm with their lives. The position of Emperor's Voice allowed the Emperor to keep his true body safe from harm, while his Wrath brought the Sith ruler's fury upon his enemies and his Children became his unknowing eyes and ears throughout the Republic. all except one of the Emperor's servants were mentally bound to their master through the power of the Force, and as such they were eternally loyal. The only exception is the Wrath, as Lord Scourge and his successor were not bound by any rituals, as the Emperor requires his enforcer to use the full strength of their power.

After the Emperor's decimation of Ziost, the powerbase was abandoned as the Emperor had shifted his entire focus to Zakuul and revealed to the Alliance Commander that he no longer required such crude vessels[4].

Darth Marr reformed the Wrath into the Empire's Wrath where the individual retained their freedom and power, as long as it was beneficial to the Empire, but were now answerable only to Marr[5].

Years after Zakuul's conquest of the galaxy and it's subsequent defeat, the Sith Empire under Empress Acina retained the Imperial Guard as the Dark Honor Guard and were seen protecting the Dark Council and the Sith ruler.[6]

After the Meridian Complex assault during the third Galactic War, Emperor Vowrawn reformed the Emperor's Hand into the Hand of the Empire and it's members comprised of the Empire's elite led by Darth Rivix while out casting the Servants from the organization and the Empire due to their loyalties.[7]
