Where was it stated that the V-19 was rendered obsolete by the ARC-170? The two of them play different roles. The V-19 is a short-range fighter (most of them aren't equipped with hyperdrives) that is deployed in swarms during fleet battles. The ARC-170 is relatively uncommon compared to smaller, cheaper fighters like the V-19, V-wing, and Eta-2, and is used for long-range armed reconnaissance in addition to normal combat. The Databank entry for the Venator-class Star Destroyer at starwars.com states that 192 V-19s and 36 ARC-170s are carried aboard those ships. You could certainly get the impression that the ARC-170 replaced the V-19 from watching the Clone Wars cartoons (which only choose to show a couple ship types at a time), but I don't think that's really the case.
