Where are these guys in Empire?

Other than T'Bone, is there any reference for these guys, or the BTS shot before the Decipher card game was released? I've always been of the mind this was one of the few images actually made up unrelated to the movie.

- It was in Star Wars: The Action Figure Archive by Steve Sandsweet. It was a makeup test of an alien that did not appear in the film.
