Who came up with the exact month and day for this? Edit

"It [Republic Day] was celebrated on the nineteenth day of the third month of the Galactic Standard Calendar. I've read Cloak of Deception more than a couple of times, but I need a reminder: what is the actual chapter number and page number from which this was derived? And if not from CoD, what book or other source? Also, do we really know if this was the date the Republic was founded in antiquity, circa 25000 BBY, or during the Ruusan Reformation of 1000 BBY?
