Quick-charge Turbolaser "gift" and Number of Starfighter Squadrons[]

Upon rereading the relevant chapter of Destiny's Way, I don't believe the quick-charge turbolasers mounted by the Hapan's were a gift from the New Republic. Additionally, with two MC80-B cruisers present, shouldn't it be twenty-three starfighter squadrons, since they hold ten squadrons each?
