How does such a thing work? Even a black body can only radiate so much energy per Kelvin per square meter. Of course raising the temperature would work. But transporting all the residual heat to that point and then cooling it with a high temperature radiator would cost a lot of energy and create even more residual heat.

The term "critical" is often used to describe a reactor that is, for some reason, unsafe or about to become unsafe. In current parlance, the term critical refers to a reactor that is operating exactly as it should be.
