Targeter was a codename used by Winter Celchu on Averam sometime before the Battle of Yavin. It was also used during Rogue Squadron's liberation of Cilpar one month after the Battle of Endor, and during the liberation of Coruscant. Winter claimed to have knowledge of every being that was aware of her status as the Targeter alias, although the events at Cilpar seem to contradict this. As a result of Winter's series of successful procurement operations, Targeter gained a spot on the Galactic Empire's "most wanted" list.

Mara Jade later concluded that Emperor Palpatine's agents probably never came close to uncovering Targeter's true identity. She had never heard of Winter in all her years as an Emperor's Hand. However, it was Mara's own identification of Winter as Targeter that would lead the Alderaanian to suspect the former Imperial of being a spy in the Imperial Palace during the Thrawn campaign, possibly related to Delta Source. Grand Admiral Thrawn's commando team would play up these suspicions, but they were ultimately proved incorrect.
