Rep Teers, an Otolla Gungan, was a member of the Gungan High Council at the time of the Invasion of Naboo.

She was named after a local species of coral.
Teers was responsible for monitoring Otoh Gunga's power requirements, particularly those required to maintain its hydrostatic fields. She communicated with the Gungan engineers who managed the locap roots that gave Otoh Gunga its power, making sure that the plant could handle the requirements of new additions to the city.
