A treaty had been established between the world of Telos IV and a neighboring planet in the waning decades of the Galactic Republic. The treaty between the two worlds was automatically reconducted every ten standard years, but in 53 BBY, the then–Governor of Telos Crion called for a renegotiation. The Jedi Order tasked Master Qui-Gon Jinn to oversee the meetings, and the Jedi discovered the negotiations were a cover for Crion's true intent: gaining a stranglehold of the neighboring planet and its valuable mines and factories.
