Theocracy was a system of government run by religious leaders and based on religious fundamentals. The planet Nazzri, home to the Nazzar species, was ruled by a theocratic oligarchy during the time leading up to the Great Sith War.

Theocracy means "rule of god" and in reality it is based on "God's Will" as interpreted by the ruling religion or leader. Since most theocratic systems of the galaxy as the Sith, are not based on a deity but on the Force, theocracy here applies to the organizations and the leaders themselves.
