Tho-Masfran Ciss was an individual who worked for The Coruscant Holo Net as the Senior Coruscant Correspondent around 23 BBY. That year, the journalist wrote an article on the foiled assassination attempt on Supreme Chancellor Palpatine and the subsequent promotion of Jar Jar Binks to the rank of Junior Representative for Naboo. In that article, Ciss blamed the élite Coruscant Guard for letting five assassins move around freely around the Senate District.
