Captain Tolto was a human male Sith officer of the Sith Empire. During the Cold War with the Galactic Republic, he was stationed on Dromund Kaas near Kaas City Spaceport when a traveller came and delievered Kullin's report about the Imperial outpost at the entrance of the planet's jungle.
