Tregar was an Imperial Moff who controlled Merel Sector during the Galactic Civil War.

He was known as an extremely competent man, and developed a good working relationship with the Ragnar Syndicate, a group of bounty hunters. Tregar often employed the Ragnar Syndicate to take out suspected cells of Rebel Alliance supporters in his sector.
