The True Justice was an Imperial prison ship, which was used to hold trials for political prisoners in space, rather than on a planet which might potentially support the prisoners.
In 18 BBY, the True Justice captured and held Roan Lands and Dona Telamark for trial. However, Solace, Trever Flume, and Oryon managed to rescue them by impersonating the courtroom officers and proving the two as innocent. Then, they took over the cockpit and stole the ship for their uses.
