A treaty was signed by the governments of Waywa Fybot's home system and the Galactic Empire. In the treaty, the system agreed to send citizens to serve the Empire in various capacities as tribute to the government. The Quor'sav Waywa Fybot left his home under the strictures of this treaty to serve as a narcotics agent.[1]
