This individual was the pilot of a Mag-lev train that was hijacked and rigged by mercenaries working for the Disciples of Ragnos. He sent out a distress call which was picked up by Kyle Katarn and Jaden Korr on the Raven's Claw. Katarn and Korr managed to eliminate all mercenaries and cultists, but when Korr reached the locomotive, the pilot was nowhere to be seen.
