Here's what I suggest we do about unused images. Of course, ideally, we would IFD them all, but with 1,700 files, that just isn't practical. So I propose this:
We make a gallery (either automatically by tagging images or a page with a manually made gallery) with the first 100-250 unused images. We make it widely known that if these images aren't put to use within 1 week, they will be deleted. If someone puts an image into use, they either remove the tag or remove it from the gallery. And whatever's left, we blast. Then we just repeat the process weekly for the next several weeks.
Once we finally get down to the recent stuff, we put a new policy in place that any image uploaded that isn't put to use within a week will be deleted, and we get several admins to make sure it gets enforced.

- Okay, I went ahead and threw this page together. You may want to spruce it up and give the official word on the process, and maybe just move it to the main WookieeProject Images page. But those are the first 150... well, 149; I accidentally removed one from the list somewhere, but it doesn't matter anyway, since the number should decrease as some images are added to articles. -- Ozzel 01:57, 15 November 2006 (UTC)
